If you have an old home, around the 30 year mark, then its very likely you have fibro walls...
asbestos !!
Take care when painting these walls you need to apply really good preparation on the walls
before painting.

The bubbling appeared after the hot sun came and only affected the areas that stayed in the full sun all day.
The darker the colour, the worse it is.
